I don't believe it is a *complete* privacy win. If any company were to run a centrally managed id system, I would rather Microsoft do it that someone like DoubleClick. At least Microsoft is big and has the government on their backs so they won't do anything too radical if compared to DoubleClick who would probably sell your data right away.
