Consumers are still not shopping online because of concerns about security and legal liability, according to a report from the National Consumers Council (NCC).
Regular internet users are actually more likely to be worried than the rest of the population. The NCC is calling for more methods of paying securely online.
The survey questioned 2,000 people in the UK.
