People can protect themselves better and monitor activity closer when they are aware of a data breach. This is no cure-all: even if all electronic personal data processes are audited there can still be data breaches. Data on paper is also a risk.
This can leads to better practice as the nature or frequency of breaches will have customers voting with their feet. We will need standard measures and definitions of breaches to be able to assess and compare security risks.
