Because this is not just about the government (banks and other large orgnaisations have been guilty of loss of data), it is not fair to just pick on the government here (and trust me I am the first to do that when it is justified!!)
The overall problem here is not how data is stored or whether it is encrypted. It is the attitude of the individuals handling the data.
Until these people learn to treat this data in the same way that they would their own personal bank, credit card or other financial information, these sort of problems will continue to occur.
