This 'leading academic' needs to grasp the fact that there are millions of 'stupid' employees. Indeed if an IQ of 100% is the norm then 50% of the people you meet will have an IQ of less than 100. Further many with an IQ of 70 or less have daily access to sensitive information. "Lock Down" is the only sensible option. Training is just not secure enough for 'stupid' people.
