One would like to think that even the possibility that this happened would lead to a change in legislation to benefit everyone (e.g. better, compulsory, judicial oversight of surveillance), but there will just be an exemption for government bodies slotted in by a Statutory Instrument, never debated by Parliament. This is the nature of State corruption.
