Spam, cybercrime and cyberterrorism are not distinct problems. They only differ in motive and degree, and they overlap extensively.

This is not just a threat, it is also a case of foriegn powers doing real ongoing damage to our national wellbeing. Albeit mostly not nation states but nonetheless organisations beyond the reach of domestic law, which have the capability to harm us.

The relevant response is not one of policing or domestic policy-making, we need a unit with MILITARY powers to defend and retaliate on behalf of our country.
