Historically when our nations are being attacked and harmed by forces outside or crossing our borders this has been called an act of war.

Yes I agree we need to apply considerable resources to this problem, which has not yet got a proportionate political response.

What we need is a response force with full military powers, not just police powers. A cyber-army with powers to pursue and retaliate!

It seems we can declare a war on "terror" despite the lack of an enemy territory and lack of any clear definition of who or where the enemy is and the relatively small amount of damage they do: by comparison cybercriminals are a well defined enemy doing us serious continuing harm.
