How many IT departments, give admin rights to the CEO of the company or better yet allow for a domain account with admin rights and only the CEO's have the password. So you could be replaced by a new consulant in an overnight change over.

Security in business means that the IT dept is not above all other security requirements and they must offer proceedures to allow their own departments or heads of departments to be replaced if the need arises.
