Mr Ballmer's tests were probably carried out while the machines were 'sleeping'. Here Vista may be more efficent.
In the real word, when Vista is running, when Microsoft adds in power pulling DRM and people actually use their machines the results speak for themselves - go back to Windows 3.11. OK, not really, but you get my point I hope.
