Hi,
Could there be actions taken towards the products, as one measure? OK, a reseller could be the spammer, not involving the brand itself, but we are talking about a global problem! An organized hunt against brands involved in spams, could kill the product if the hunt was efficient, thereby having manufacturers and market people less interested in having their product sold by spamming.
