Why is the UK such a soft touch?

Other countries in Europe seem willing to explore new ideas such as the use of Open Source & Linux.

Why are UK public authorities so wedded to teaching and using only Microsoft products and those of other large suppliers.

Even for web hosting: Many business & private web-sites are hosted on Linux or Unix; most (or all?) UK government web-sites are hosted on Microsoft.
