Don't be silly. If companies had to pay for thier errors or bad design then they would have to put thier prices up. there would be less competition in the market because it would cost more to set up a viable service and that means there would be more monopolies which eaquals higher prices. Tesco, for example, would say that they are already 'paying' customers by passing the benefit of low prices onto the customer.
All in all its an idea that would benefit the few that had time to persue potential payments, would hike prices and give us all less choice.
